Start with somewhere that is actually open
A rain plan only helps if the destination is open on your day. In Bernkastel-Kues the reliable indoor options are across the Moselle in Kues, each with its own hours.
Cusanus birthplace museum, Nikolausufer 49: Tuesday to Saturday 14:00 to 17:00, last admission 16:30. Normally closed on Sundays and Mondays. Staff are not always present, so individual visitors ring at the entrance during opening hours.
Cusanusstift chapel and cloister, Cusanusstraße 2: listed as open 09:00 to 18:00 from Sunday to Friday and 09:00 to 15:00 on Saturday, with free admission. Check for holidays and special dates.

Burg Landshut is a daylight extra about half an hour uphill from the market square. In slippery conditions or poor visibility, skip it.
A shorter market visit
The market itself is outdoors in the old-town lanes. In persistent rain, a compact visit is usually the better adjustment. Choose one area, such as the historic market square, and separate looking, choosing and taking a break. Two short circuits with a longer seated pause between them feel better than one long walk through a wet crowd.
A hot drink at a stall is welcome, but it does not replace sitting down to warm up. If a restaurant or cafe is part of your plan, confirm that it is open on your day and reserve if necessary. The walk between Kues and Bernkastel
Moving between the two banks always involves an outdoor walk. In rain or cold, shorten the riverbank section and go straight to your confirmed destination. Allow time to arrive and warm up. If an extra cultural appointment means crossing back and forth in the wet, leave it out and stay on one side of the river. A smaller day is still a complete visit.
